  • Yes --- Fully documented by Microsoft here:

Installing or Removing the Remote Server Administration Tools Pack

Applies To: Windows Server 2008 R2

    https://technet.microsoft.com/en-us/library/cc730825.aspx

Simply install and Enable Remote Server Assistance Tools (RSAT) features using server manager features wizard  or PowerShell Console host (powershell.exe) or the PowerShell ISE (powershell_ise.exe) directly

    # Add Server manager to your PowerShell session or permanently via your PowerShell profile
    Import-Module -Name ServerManager

    # View all RSAT features available for RSAT, well Group Policy as well
    Get-WindowsFeature -Name GPMC,RSAT*

    # Add the features you want in your session or permanently in your PowerShell profile
    # You only need RSAT-ADDS for ADDS, but if you are really planning to leverage AD automation
    # I'd strongly suggest adding these.
    Add-WindowsFeature -Name 'GPMC','RSAT-ADDS','RSAT-ADCS','RSAT-DNS-Server'

    # If you were doing this on Server 2012-2016, you would not need the
    # Import-Module -Name ServerManager
    # and the command would change to
    Install-WindowsFeature -Name 'GPMC','RSAT-ADDS','RSAT-ADCS','RSAT-DNS-Server'
