Regex: Strings spliting

I have a column with data like these samples:

The pattern here is that the "publishing houses" start with --- and then followed by "Department/Section/Division" of an "institute". There is no punctuation/indication of a start point of the institutional element after the publisher/publishing house.

Could you plz help me to separate it into two columns - column 1: Publication ---Publisher and column2: Department/Section/Division, Institue by applying suitable regular expression?
