Does SQLDM or SQL Doctor have the ability to suggest indexes based on it's analysis?

Both do. Most recommendations of SQL Doctor are actually embedded in Diagnostic Manager as well.

Thanks, we are first time users of SQLDM and i found an Idera article earlier which indicated it does but i have yet to see a missing index recommendation. I know we need some out there. any ideas?

Did you try SQL Doctor and get the same result? In theory, it shouldn't be different but there may be bugs or missing recommendations in DM vs. Doctor.
