We are using SQL Diagnostic manager 10.2 now and we are planning to upgrade into SQL Diagnostic manager 10.4 on the same server.
is it required to uninstall the older version (10.2) and reinstall them again 10.4 or just install the new version?
please let me know if we have any documents for the same.

You should be able to upgrade directly from DM 10.2 Check the Release Notes for any known issues on install or upgrade though.
And best practice is always to back up your DM repository before upgrading (just in case something goes wrong, which it shouldn't)
The main issue we know regards upgrading the IDERA Browser Dashboard. If you are not using it; then upgrade should go smoothly. Older versions of IDERA Dashboard upgrade may require a manual step that Tech Support can help you to do.

You shouldn't need a document since it amounts to simply executing the installer. Check the online help if you want to read Release Notes in advance or view the upgrade documentation. (Most only read it if they encounter a problem afterward.)
Repository backup is only a precaution in the unlikely event that something happens to the repository in an aborted upgrade. It is rarely needed but always makes it easier if something does go wrong.

Thank you, I read the upgrade process they mentioned this point on the portal "SQL Diagnostic Manager 9.0 or higher versions, need a new license key or it is not possible to continue with the upgrade process", we have a license up to 2021. do I need to purchase the new license key?
Given that you are already on 10.2, you will not need to obtain a new case. That message is intended for users that are upgrading from a version prior to 9.0.If you happen to want a new license key and you have a current maintenance agreement with IDERA, then you can obtain a new license key by contacting the licensing department. You could also create a licensing case from the customer portal as well.
